Governor Kelly signed a bill Thursday that would require electric utilities to take certain steps prior to exercising eminent domain  to construct an urban transmission line in the state.

This following the 105 ft. metal transmission poles installed to provide more reliable electricity to Wichita State University by Westar Energy in northeast Wichita back in 2018. The installations sparked numerous complaints, resulting in Westar having to compensate homeowners.

The bill signed by the Governor would require utilities to notify the city the proposed project is in at least 6 months in advance, and before construction is slated to begin. They must present preliminary plans, including dimensions and locations. Additionally, they must hold an open house (providing ample notice to the community) and allow affected landowners to make public comments.

They must also obtain any required permits.

Kelly said of the bipartisan bill “…This commonsense legislation ensures Kansans can communicate openly with utilities about new transmission lines that may affect their homes, businesses, and communities.”
