Wichita leaders hear appeal for special prosecutor in teen’s death

Wichita City Council members and Sedgwick County Commissioners heard an appeal this week from a local pastor who is calling for the release of a video and a special prosecutor in the in-custody death of a teenager last fall.

Pastor Maurice Evans, known as “Pastor Moe,” represents the family of 17-year-old Cedric Lofton, who died last September while in custody and restrained at the Juvenile Intake and Assessment Center.   An autopsy ruled Lofton’s death as a homicide.

A protest was held in downtown Wichita earlier in the week and Pastor Moe spoke during the regular meetings of the City Council and County Commission.  He is calling for the release of a video from the juvenile intake center, and he said there should be a special prosecutor in the case.     He called on city and county leaders to push for transparency and accountability in the case, and he called for steps to provide access to mental health services for juveniles in custody.

City Council member Mike Hoheisel said access to mental health was a factor in Lofton’s case, and he said he and fellow council members will look at the issue and come up with a better way of providing services to people with mental health issues.

The Sedgwick County District Attorney’s Office has been reviewing the case, and a decision is expected soon on whether charges will be filed.
